Wilbur Ottichilo replaces Moses Akaranga's Cabinet

Vihiga Governor Wilbur Ottichilo has dropped all county executives who served in Moses Akaranga’s regime and presented a list of new individuals to the assembly for vetting.?

The new list was tabled on Thursday evening to allow the county assembly to begin vetting.


Already, some of the executives under the former administration are undergoing lifestyle audit following claims of massive corruption that marred Mr Akaranga’s administration.

Those on the list presented to the assembly are Mr Geoffrey Vukaya, the Chief Executive Officer of Vihiga Chamber of Commerce and Industry, who has been nominated for the Trade, Tourism and Industrialisation docket.

A Botswana-based lecturer, who holds a Bachelor’s degree in Civil Engineering, Mr Kenneth Keseko will be in charge of Transport and Infrastructure if he is approved by the assembly.

A consultant in project planning, Ms Pamela Kimwele, and another woman, Ms Felistus Okumu, are the on the only women nominated to the region’s Cabinet.

Ms Kimwele is poised to take charge of the powerful docket of Administration and Coordination of County Affairs while Ms Okumu, the principal at Tabani Friends School in Bungoma, may take charge of the Education, Science and Technical docket.


Other nominees are Mr Henry Lumbasio (Physical Planning, Land and Housing), Mr Alfred Indeche (Finance and Economic Planning) and Mr Humfrey Kisia (Youth, Sports, Culture and Social Services).

Also on the list is Professor Justus Inonda (Environment, Water, Energy and Natural Resources), Dr Amos Kutwa (Health Services) and Mr Paul Jivese (Agriculture, Livestock, Fisheries and Cooperatives).

County Assembly Speaker Hasna Mudeizi, who confirmed the receipt of the list, has directed the Committee on Appointments to vet the nominees and present its report to the House in 14 days for deliberations and determination.

“I have tabled the list in the assembly and directed the Committee on Appointments to start the vetting process. During the vetting process, we will look at the qualifications and suitability the nominees, the regional balance, gender and minority representation,” the speaker said.

If any of the nominees is rejecyted by the vetting committee, she said the governor will have to submit a fresh to the 38-member assembly.
